APPLICANT REQUESTS THAT:

Her Promotion Effective Date (PED) and Date of Rank (DOR) be 
backdated to the April 2013 Promotion Board results.

APPLICANT CONTENDS THAT:

Due to an administrative error during a period of transition, 
NGB/A1PO did not process her promotion package in time for the 
April Promotion Board.  Due to this error, her promotion package 
was not considered until the August Promotion Board.

STATEMENT OF FACTS:

The applicant is a member of the Air National Guard.  Pursuant to 
Special Order AJ-0108, dated 14 April 2013, she was promoted to 
the grade of major.

AIR FORCE EVALUATION:

NGB/A1PO recommends approval.  The applicant was originally 
boarded for promotion on 14 April 2013, but her promotion package 
was not processed correctly by NGB/A1PO due to an administrative 
error.  She was required to be re-boarded for promotion and was 
eventually boarded on 1 July 2013.  She was promoted effective 
5 November 2013, on the August 2013 ANG Vacancy list.

Had her original promotion request been processed, she would have 
been placed on the May 2013 ANG Position Vacancy list and promoted 
to major with a DOR of 14 April 2013 and a PED of 30 September 
2013, the date the May 2013 ANG Position Vacancy list was 
approved.  

Her DOR should be changed from 1 July 2013 to 14 April 2013 and 
her PED changed from 5 November 2013 to 30 September 2013.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the applicant 
on 5 September 2014 (Exhibit C) for review and comment within 
30 days.  As of this date, no response has been received by this 
office.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing 
law or regulations.

2.  The application was timely filed.

3.  Sufficient relevant evidence has been presented to demonstrate 
the existence of an error.  We took notice of the applicant's 
complete submission in judging the merits of the case and agree 
with the opinion and recommendation of the Air Force office of 
primary responsibility and adopt its rationale as the basis for 
our conclusion that the applicant’s promotion was delayed due to 
an administrative error beyond her control.  Therefore, we 
recommend the applicant’s record be corrected as indicated below.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air Force 
relating to the APPLICANT be corrected to show that she was 
promoted to the grade of major, with a Date of Rank (DOR) of 
14 April 2013, rather than 1 July 2013 and a Promotion Effective 
Date (PED) of 30 September 2013, rather than 5 November 2013.
